New Caregiver Pilot Program Canada: What It Is & How Does It Work?

What is this new caregiver pilot program about?

This program was launched in June 2019 and it will run for five years. 

There are two categories under the new caregiver pilot program of Canada.

  1. Home Child Care Provider
  2. Home Support Worker Pilot Program

The purpose of this program is to provide PR to qualified caregivers and their family members. Whether you live in Canada or outside of Canada, you can apply to this program. You only need to meet the requirements. That leads to our next question.

What are the requirements?

The requirements of the new caregiver program in Canada are as follows:

  • You need to have a genuine or valid job offer
  • You need to able to do the job showing any training or past experience
  • You must be able to read, listen, write either English or French at CLB 5 or higher.
  • You need to have an education equivalent to a one-year post-secondary school in Canada
  • You plan to live outside Quebec as a permanent residence.
  • You must be admissible to Canada

All the above are the requirements to apply for this program but you need one more requirement to get permanent residence. You need to submit 24 months of qualifying work experience.

What is the procedure for the new caregiver pilot program?

New caregiver pilot program procedure
  • First, you need to submits the work permit and PR application together either under the Home child care program or the Home support worker program.
  • Spouses and dependent children are eligible to accompany the main applicant and would receive a work permit and study permit accordingly.
  • If you meet the requirements of your selected program but do not have the required qualified Canadian work experience, you will receive an occupation-restricted work permit.
  • Occupation restricted work permit allows you to work for any employes in Canada but only as a caregiver job under your selected NOC.
  • Once you have a minimum of 24 months of qualifying Candian work experience in the last 36 months, you can submit proof and receive a decision on the PR application

Can I apply without any work experience as a caregiver?

Yes, you can still apply for a new caregiver program in Canada without any Canadian work experience. But your application for the program will be accepted only if you are able to work as a caregiver in Canada based on your past experience and training.

You need to select a program under the new caregiver pilot program to apply. You have two options:

  • a home child care program and
  • a home support worker program

Under the Home child care program, you can select occupation under NOC 4411. While under the Home support worker program, you can work in an occupation under NOC4412.

To start your application for the new caregiver’s program, you need to get a genuine job offer from an employee in Canada. That leads to our next question: What is a genuine job and how can you find the job from outside of Canada.

What is a genuine job offer in Canada?

The first eligibility is you should have a genuine and valid job offer. It means that you will be working full-time, or at least 30 hours per week.

The job offer from a Canadian employer should reside in any province of Canada except Quebec. Also, you do not need to live with your employer to qualify for this program. You can also work in-home care, long-term care, nursing homes, or even other agencies.

Remember it should be made using Offer of Employment IMM 5983 (PDF, 2.33 MB). The employer and employee both need to fill required details in the form.

What type of jobs is applicable under this program?

Applicable jobs under the new caregiver pilot program should be under NOC4411 and NOC4412.

The list of eligible jobs with NOC4411 under the Home child care program are as follows:

  • Babysitter
  • Child care live-in caregiver
  • Child care provider – private home
  • Nanny
  • Parent’s helper

On the other hand, for the home support worker pilot program;

  • Attendant for persons with disabilities – home care
  • Family caregiver
  • Home support worker
  • Live-in caregiver – seniors
  • Personal aide – home support
  • Personal care attendant – home care

Note that job experience as a foster parent is not applicable under NOC4411 and job experience as a housekeeper under NOC4412

What is the education requirement?

Now you already got a job offer you also had your English or French test for the language examination. The next one is you need to get your education assessed for these pilot programs.

  • You must have a completed post-secondary education credential of at least one year in Canada.
  • The equivalent of post-secondary education will be two to three years in college from the Philippines.
  • If you do not have a completed Canadian one-year post-secondary credential or higher. You must get an educational credential assessment or the ECA  for the foreign education obtained outside Canada.

So what is this educational credential assessment or ECA?

This is actually used to check that your completed foreign educational credential is valid and equal to a completed Canadian education. There are different agencies or designated organization for the ECA and these are as follows:

World education services or WES is the fastest and most reliable among the above. Read the procedure and cost for WES.

Do you need IELTS or language test for this program?

Yes, you need to meet the language levels. Here you need to take a language test to prove you meet the minimum language skills.

It’s either an English or French test. If it’s in English you can take the examination from IELTS (general). And if you will be taking a French language test, you can take it from TEF Canada.

You need to meet the minimum language skill of five. The tests are writing, reading, listening, and speaking.

Note that the test results must be less than two years when you apply.

Can I apply from outside of Canada?

yes, you can apply outside of Canada. In most cases, the person will enter Canada on a work permit, meet the requirements after a couple of years, then finalize the PR application

Here is the step by step procedure to guide you:

  • Make sure you are eligible for the program.
  • Gather the required documents
  • Fill the application forms for a work permit under your chosen program and the form for permanent residence.
  • Pay the fee and submit your application
  • After processing and approval, you will get an occupation restricted open work permit.
  • You can work in Canada as a caregiver for 36 months.
  • Get at least 24 months of Canadian work experience under your selected NOC occupation.
  •  Send the proof of your experience to IRCC to get permanent residence.

What are the benefits of the new caregiver pilot program?

The benefits of the new and improved programs are as follows:

Job-specific program

Before, IRCC provided an employer-specific permit. It means you need to work for your specific employer. And if your employer decided for you not to continue your job. You need to put your job you need to stop working and you need to go back to your home country.

But with these new and improved pilot programs, you have an open work permit. You just need to work as a home support worker or a child care provider. You can change employers without getting a new work permit or a new job offer.

Work permit for spouse and study permit for kids

Under this program, your spouse can have an open work permit.

So what does this mean?

Well, if you have a spouse accompanying you to Canada. Your spouse can work with any employer and not restricted to a specific job. It is also not restricted to a specific employer.

Moreover, if you have a child or children they can really study in Canada. You just need to get them a study permit.

No work experience required to apply

No LMIA

Employers will no longer need LMIA or the labor market impact assessment before hiring a caregiver from overseas. You just need to have is a signed job offer from an employer.

Low IELTS

The next good thing about these pilot programs is that your language tests should only have a CLB 5. That means you need to get a minimum of the mentioned scores in your IELTS.

Listening: 5.0

Speaking: 5.0

Reading: 4.0

Writing: 5.0

Direct pathway to PR

The next most important improvement for these pilot programs. It lets you get the work experience that you need to be eligible for a permanent residency. And this is a direct pathway.

It means you need to get at least 24 months of qualifying work experience. And you do not have to work for 24 months in a row.

In the span of 36 months, you need to have a qualifying 24 months of work experience. And then after that, you can apply for your permanent residency.

Hello, I have gotten a job as a caregiver, I have CLB 7 in my IELTS and I have my University degree in Psychology accessed by WES, should my husband also do IELTS and WES assessment? if he does not need WES and IELTS as a spouse accomplishing me, how can your organization help in my applicant and how much is the charge of your service?

  2. kindly note that I want to apply under Home Support Pilot, does my spouse need IELTS and WES assessment or my own is enough.
